In general, I would dial up or down the narrative positioning required for the Hocus to be able to pull off that Frenzy attempt. Take sons and daughters and fathers and mothers will want them back. Be everything for your followers and they will expect everything from you and suffer the cruellest of disappointments and the hottest of rage when you fail them. First things first, I would remember that if your Hocus wants to try that, and they miss, they have just made themselves the main target for the entire mob, so they have a huge target on their back.
